
My feeding parents are the late Manoa Heather and Puretu Heather. There are 6 of us in our family. My birth parents are the late William and Late Niotangi Heather. There are 6 of us in our family. My late wife Tarome Heather and I have 2 sons and 2 daughters. On the 22 March 2017, my daughter Kathy passed away, only 2 months after my wife Tarome passed away on the 18th January 2017. It was a challenging year for me in 2017.
I went to Apii Arorangi and then Tereora College. I left school at a young age and in 1968, I joined the family business T & M Heather Contractors Limited. Over the next 30 years, I would learn the trade of the company and ensure staff would be provided breakfast and lunch, 6 days a week and food and fruit donations be made to help those at Takamoa College, the elderly and people with special needs in the community.
In 1987, I became the Director of T & M Heather Contractors Limited. Today, we have 83 staff and provide 42 various types of services, ranging from heavy machinery and equipment hire, quarry products, concrete structures, landscaping, tree trimming services, clearing sections, drainage, foreshore rehabilitation, road upgrades and agricultural farming of vegetables, fruit and livestock.
By 2004, I was well prepared to enter into the arena of politics. For 14 years, I served the country, as a Minister of the Crown for various portfolios and from 2013 to 2018, held the position of Deputy Prime Minister.
I was the Founder and Chairman of the Ruaau Christian Youth club, under the banner of the Arorangi Cook Islands Christian Church (1979). I was the Chairman of the Arorangi Sports Federation (1994 until today), Mayor of Vaka Puaikura (1998), and Chairman of Vaka Puaikura Cultural Group for many years.
I have had a permanent disability since 1969, as a result of a rugby injury. Despite my disability, faith, hope and love, always moved me to help renovate or rebuild community buildings for the people of Vaka Puaikura. These included the renovation of the Aro’a nui Hall (2004), Raemaru Sports Clubrooms (2017), Tinomana Palace (2021) and the rebuild of Ruaau Meeting House (2022).
On the 24th November 2018, the Cook Islands United Party was launched with a focus to have Candidates to represent Ruaau, Akaoa and Murienua. Today, we have grown to 17 candidates in total, of which 16 are first time candidates.
As the Leader of the Cook Islands United Party, along with our fellow 16 candidates, we are ready:
- to grow the economy through primary industry and reduce imported goods to Rarotonga and the Pa Enua.
- Reduce the term of being a member of parliament to 2 terms, making way for the younger generation to come through.
Reduce members of parliament salary by 45% and to reinvest these savings into our people where help is needed.
Vaka Puaikura

I’m the youngest of 6 children to the Late William and Niotangi Heather. I’m married with 5 children with tribal links to Rarotonga, Nga Pu Toru and the far North of the Cook Islands.
My education started at Nikao Side School, Apii Arorangi, and then Tereora College, where I was Head boy.
In the community, I was a member of the Arorangi Sunday School, Boy’s Brigade and various Sports Teams.
I am the coordinator and caretaker for Arorangi Sports Club and Aro’anui Hall and a
lifelong member of Vaka Puaikura Culture. I have been the Office Manager for T&M Contractors for over 30 years. As Akaoa candidate, for the Cook Islands United Party, providing better Health Care for our most vulnerable, the Elderly, Disabled and the Mentally Impaired is needed.
I’m ready to serve my people, so that the most vulnerable are treated fairly and are
able to have a better quality of life.

Vaka Puaikura

I was born and brought up in Ruaau by my mother and grandparents. My grandfather was an inspiration in my life. He taught me the importance of respect, helping others in need and being fair.
I left school at a young age and started working in a concrete company. An industry where I have spent 35 years learning how to mix concrete for bridges, homes, and business projects.
I was the Captain for the Arorangi and Cook Islands Rugby Union and Rugby League team. A sport that has taught me responsibility, commitment and dedication.
When COVID 19 broke out in our village, I was moved, with family and friends, to provide food and help to those who were not eligible to receive help from government. I was amazed to meet so many new faces and listen to the struggles, hurts and financial hardships experienced.
Ruaau has a special place in my heart, that is why I have raised my hand to be the voice and the heart to action what is needed for the people of Ruaau.
Vaka Te Au O Tonga

I was raised by my grandparents (the late Eric and Jancey Browne) who owned a small bakery business. Naturally, I became a baker and received first class lessons from them.
Through dedication and hard work, I was appointed General Manager for Avarua Bakery in 1996. A role that allowed me to learn and expand my management and leadership skills.
I am a cancer survivor and God gave me a second chance and a new purpose in life. With, Faith, Hope and Love in God, the Cook Islands can be a prosperous and united nation, like never before.
With the leadership of a great Cook Islander – Teariki Heather, who has served our people and our country for decades. I am inspired to do similar. To effect change, you need to be where it matters. Our Manifesto is a collection of our people’s solutions to their day to day issues.
As we work to unite our community. One thing is for sure, “Our People, We Care”.
Vaka Te Au O Tonga

I am the daughter of Papa Tutai Louis Mitchell and Mama Uritaua Keu Patu Mitchell. I have five siblings and together we share the values of faith, hope and love in a God, who has provided us with all we needed.
Our upbringing by our parents was a happy one. I remember clearly the way our parents would serve, help and love their family and friends. A set of values passed on to us children and our children.
I represent the sport of handball at an International, Commonwealth and Oceania level. A sport code which I developed from my backyard to a national and international level here in Rarotonga.
At a government level I have been a representative on the Cook Islands Ports Authority, Cook Islands Seabed Mining Authority, and the Cook Islands Remuneration Tribunal.
As the Candidate for Ngati RAPPA caring for the elderly, helping those in need within the village educationally, spiritually or culturally is my priority.

I am the son of the late Papa Akerangi Tipapa and Mama Tai Tiria. I was born in 1955 and raised in Arorangi with the responsibility of bringing up my younger siblings and caring for my parents.
I attended my primary school years in Apii Arorangi and later on went to Tereora College. Life was hard back then, so I left school to work as a Bar Manager and Maintenance Man at the Trailway Hotel (now Club Raro).
My late wife Rangi Pera Maurangi of Arorangi and I had 7 children. In 2000, we successfully built a business that we named Rarofried Chicken. By 2001, we started another business, CoCo Bar and Takuvaine Outlet. In 2016, my wife passed away and in 2018, I wedded Rosie Buya George and we built a new takeaway and bar business in Arorangi.
As the Candidate for Takuvaine, Tutakimoa, I am ready to serve our people. My focus will be on providing better support for the elderly and families, assisting those in need of mental health, initiating youth programs that will inspire young people to build a better future and the continuation of the trimming of trees for the safety of people and their homes.
Vaka Takitumu

I am the fourth of six children. My father was the late Teanua Dan Kamana, one of the longest serving parliamentarian in the Cook Islands and a father that had a huge influence on my sporting pursuits.
My father sent me to New Zealand in 1973, to pursue a sports career in tennis, but it did not work out, as I did not have the coaching that I really needed.
In 1975, I trialled for the Silver Ferns and missed out. In 1978 I trialled again and made the team. By the 1980’s, along with my team mate the late Margaret Forsyth, we both became the best shooting combination in the world and set new benchmarks and standards of excellence in netball, which lead to an MBE for netball services in the 1990, New Zealand, New Year’s Honours.
As a mother, grandmother, community servant in the church, sports, traditional and village projects in Titikaveka, you see the village potential.
As the Candidate for Titikaveka, I am ready to serve our people, ensure healthcare to the elderly and special needs is mobilised, fixing village roads and drainage is done and the aspirations of our young people are prioritised.
Vaka Takitumu

I was raised by my grandfather Atera Taura. I left school at a young age, so that I could help my grandfather meet the needs of the family, home and village. I did this by becoming an Ambulance Officer for the Rarotongan Hospital. I worked for government for 21 years, helping and saving people’s lives.
My grandfather taught me many practical life skills. These include understanding the different moon phases to plant, export process to send produce to New Zealand and to drive and maintain a farming tractor and its implements.
I am a member of the Cook Islands Christian Church, actively involved with village activities and am presently a volunteer fire fighter with the Teimorimotia Volunteer Fire Brigade of Takitumu.
As the Candidate for Matavera, I enjoyed with my hardworking committee, the tree trimming and road upgrades programme. I was able to meet, hear and understand the challenges and needs in the village.
With the Leadership of Teariki Heather by my side and the Manifesto of relevant policies to Matavera like agricultural tax exemptions, business subsidies and an increase in health and education support; Matavera will thrive again.
Vaka Takitumu

I am the son of the late Kapuariki Ioteva MBE and my motherTaetetangi Ioteva. I am married to my beautiful wife Mata and have 5 children.
I am a Deacon in the Cook Islands Christian Church in the Tapere Avana Nui, Ngatangiia and presently holding the title Te Kaara Rangatira under Vaikai Mataiapo.
I attended Ngatangiia Primary School and Titikaveka College. I started working at the public works doing joinery at the age of 16 years old. This is where I started my apprenticeship in carpentry. I am a qualified builder and have built many houses and still build now. I am a Song Composer and singer known to many.
I am committed in doing community work in my village and actively involved visiting the elderly, disabled, village funerals and families in need. Our village of Ngatangiia has a pantry of seafood, agriculture, tourism accommodation and various tours; yet we do not have public toilets. The health care and support of our elderly, disabled and families in need is neglected.
I am a true born and bred son of Ngati Tangiia. I am ready to serve the people of Ngatangiia. Installing public toilets for residents and tourists is needed. Improved health care to support the elderly, disabled and families is also needed.
Vaka Nga Pu Toru

I am the son of Papa and Mama Paerangi Mataiapo Tutara (Moetaua Boaza) I went to Atiu Primary School, Atiu College and Tereora College. I am married with three beautiful children and 2 adorable grandchildren.
I worked at the Rarotonga, Inland Revenue Department as a Tax Assesor for 14 years handling Individual, Company, Partnership, Sole Trader and Turnover Tax. I also worked part time at Air New Zealand, as an aircraft re-fueler and luggage handler for 10 years.
In 2006, I went to Sydney, Australia, where I worked as steel fixer for a construction/mining company for 13 years. In 2019 I returned to Atiu with my family.

Vaka Nga Pu Toru

My mother is Te Maeu O Te Rangi Pokoati from Nukuroa and my father is Ivan Allsworth, a returning sargent from the Korean War. My grandfather, Papa Raui (a former Member of Parliament for Nukuroa) and grandmother, Taimata Pokoati raised me in Nukuroa and Rarotonga.
My primary years were in Nukuroa and Rarotonga, with one year at Tereora College before departing for St Stephens College in Auckland, New Zealand.
I have a Diploma in Accounting and Management, Cook Islands in-country Masters of Business Administration and I am a Certified Fraud Examiner with the Association of Certified Fraud Examiners.
Over a span of 30 years’ I have worked in many Cook Islands Government Departments, of which I became the first Cook Islander to hold the position as Director of Audit.
I recently returned to reside in Nukuroa, only to find it is in a sad state of affairs. Low economic activity, high cost of goods and irregular shipping services.
The need to increase and support economic activity and subsidise shipping is a must. I am looking forward to serving you the people of Nukuroa and making sure you are well resourced to grow our Pa Enua Economy again.
Vaka Pa Enua

I was born in 1947 in Omoka, Penrhyn. At the age of 5 I travelled to Rarotonga for education and work. I attended Avarua Primary School and Tereora College. My first job was at internal affairs and then the Cook Islands Post Office.
Tupapa, Maraerenga was where I became a talented sportsman, playing A Grade Rugby, Rugby League, Softball, Basketball, Table Tennis, Volleyball, Sevens Rugby and Darts; just to name a few.
In 1971, I travelled to New Zealand where I remained until 2014. While in New Zealand I was a deacon of the Cook Islands Christian Church in Mangere and Pastor of the Highest Praise International Church. A registered Justice of the Peace for New Zealand. Returning to my home of birth, after many years away, you are thankful and more understanding of what families have endured to keep Penrhyn occupied with people, food and work.
The cost to travel to Penrhyn is high, cost of goods is very high and the shipping services come when they can. These are the very things that encourage people to leave Penrhyn, have a high dependence on government and have low interest in economic activity. This is not a healthy way to live and grow the population of Penrhyn.
I have travelled to Penrhyn, to serve my people and to raise the importance of growing the economy through fisheries, aquaculture and tourism. With the use of information technology and subsidies in sea and air freight, the possibilities of economic activity is widened and a population is retained to grow the economy of Penrhyn.
Oneroa, Mangaia

I was educated at Mangaia Primary School and Mangaia High School where I was Head Boy. I accomplished my FIFO Documentary Training in Tahiti and my News Reporting training in Beijing, China.
I worked for Cook Islands Television, as their Maori Presenter for the local news, developer of local current affairs and editing film and news articles for television.
Later, I worked with the Ministry of Cultural Development where I coordinated all events held in the National Auditorium, promoted cultural events and supervised stage staff during events.
From 2011 to 2014, my wife and our family travelled to Australia. I became the Culture Coordinator for the Mangaia Club of Victoria, and Assistant Chairman for Mangaia community of Victoria.
Today I live in Oneroa and am now the Oneroa CICC youth secretary. Returning to Oneroa, Mangaia, I see the many challenges faced by our people in regards to the roads, water storage, need for better resourcing of farming resources and the high cost of freight to and from Rarotonga.
I am humbled to be serving my island of Mangaia in Oneroa. Being head boy, so many years ago and now returning with the skills I have learnt in life’s journey; I am ready to give back to our people of Oneroa by addressing the issues that have made life a challenge to live in Mangaia.

Mauke

I was born on the Island of Mauke in the village of Areora. I attended Mauke Catholic School and Mauke College. I have 15 siblings who live in Australia and New Zealand.
I am a mother of 6 beautiful children to my handsome husband Casper Mateariki. I love my family very much.
In 2006, I graduated with a Training College Diploma (with distinction) from the Cook Islands Teachers College and then taught at Avaura Primary School from 2006 to 2019.
In 2016, I graduated with a Diploma in Education Policy and 2019 with a Post Graduate in Education. From 2021 to 2022, I taught at Tereora College.
Personal achievements within the community include being named the May 2010 Women of the Month, 2011 Leader for Mauke Cultural performance during constitution celebrations and 2019 Champion Dancer of the year.
The people of Mauke and the island of Mauke has so much to offer to Rarotonga. Agricultural potential is high. It is my aim to bring the necessary farming equipment and resources to Mauke to begin the retention of our people and begin the journey of boosting our primary industry.
The export to Rarotonga of beef, pork and goat and a variety of vegetables can be achieved. With the provision of solarized chillers and freezers and freight subsidy, Mauke will flourish once again.
