Health

• Provide financial and specialised support for Non-Government Organisations (NGO) that work with the elderly, people with disabilities, mental health, and special needs.
• Provide incentives to attract and retain our doctors and nurses.
• Provide incentives to attract and retain health professionals.
• Increase the number of mental health practitioners working in the Cook Islands.
• Promote and support mental well-being programmes.
• Revive nursing training school.
• Initiate a residential care home that provides a safe and supported place for the elderly and people with special needs.
Education
• Provide financial and specialised support for teacher aid that work with the people with disabilities, mental health, and special needs.
• Provide incentives to retain teachers, teacher aids, principals, and educational specialists.
• Review and increase the development of a Maori curriculum within schools, communities, and churches.
• Initiate alternative learning programmes for students or adults (e.g, tertiary foundational level, vocational training, or employment).
• Initiate incentives for school leavers to enter into tertiary, trades, or agricultural training.
• Revive teachers training college.
• Strengthen and increase the use of Maori in the Home, Community, Schools, Government and Business.

Economy

• Identify and develop overseas markets for agriculture, fisheries, and aquaculture products.
• Review the distribution of foreign fishing licences.
• Establish and develop a local multipurpose processing plant.
Tourism

• Ensure members of the tourism board are chosen based on merit and not political appointment.
• Support Pa Enua tourism.
• Monitor tourism numbers to maintain the health and well-being of residents and the environment.
• Initiate a waste disposal tax on departing passengers
Pa Enua
• Initiate a shipping subsidy for locally owned shipping vessels to ensure the Pa Enua are regularly serviced.
• Review the cost of living and doing business between the Pa Enua and Rarotonga and subsidise where needed.

Agriculture

• Strengthen and stimulate Pa Enua agricultural production.
• Strengthen and ensure biosecurity services meet New Zealand standards.
• Prioritise the ‘Import Substitution Programme’ for the Cook Islands.
• Support value adding and marketing of agricultural produce from the Cook Islands.
• Exempt charges and taxes on tractors and equipment being imported for agricultural purposes.
• Regulate pesticides and insecticides and other chemicals used for agricultural production.

Infrastructure
• Ensure infrastructure meets standards and capable of supporting the tourism industry.
• Review the operations of To Tatou Vai.
• Review the operations of Infrastructure Cook Islands.
• Initiate an audit of under utilised government buildings to find space for community groups.
• Form an emergency waste management taskforce to address the reduction of waste in the Cook Islands.

Governance

• Review the Constitution of the Cook Islands, so that it becomes more relevant to the needs of our people and customs.
• Implement a 2-term limit for Members of Parliament.
• Establish an Anti-Corruption Agency to improve good governance.
Immigration
• Review the process for granting permanent residence in the Cook Islands.
• Review the definitions of Cook Islander and Permanent Resident.

House Of Ariki

• Traditional leaders must be included in the decision making process for the granting of Permanent Residence.
• Traditional leaders must be included in National matters.
• The disposal of human remains at sea is to be banned in the Cook Islands.
• Limit religious organisations to operate in the Cook Islands.
• Provide support to Koutu Nui
Law & Order
• Revive the Vaka Council.
• Re-instate Vaka Police
• Revive village wardens.
• Protect the independence of the police.
• Promote safety and security awareness in homes, schools, workplaces, and the community.
• Review land laws in order that families are united and disputes are avoided.
• Reinstate the compulsory use of ‘Helmet’ law for motorists who are 16 – 25 years old.
